They can't stop you from giving food away for free, much like they can't stop me from baking a pie and bringing it into the DUC to share with my friends. Perhaps you should simply "give" challah away, and request suggested donations of $5. Both the buyer and the seller know very well what the money is being exchanged for, but for all legal purposes the challah is not being "sold" at all. Dining Services only has control over food sold on campus. They can’t stop you from giving food away for free, much like they can’t stop me from baking a pie and bringing it into the DUC to share with my friends.
