So the prison authorities ban even though their is no evidence that it increased violence or escape attempts. Meanwhile the authorities still allow inmates to 'pump iron' until they can rip your head off with just their thumb and forefinger.... hmmm. My guess would be that (if not taken too far) it would help inmates work out many tensions between prisoners.
